
Warren, Ohio – A Warren man has pleaded guilty to federal charges after failing to report more than a million dollars in business earnings over a three-year period. The plea was entered by Sidney L. Glover, Jr., 36, on May 21, 2025, in federal court.
According to court records, Glover was the sole owner of Teaching Excellence, LLC, a company that provided home healthcare services for individuals with disabilities. The company’s revenue primarily came from the Ohio Department of Disabilities, which receives funding through Ohio Medicaid.
Despite operating a business that generated substantial income, Glover did not file income tax returns for the calendar years 2015 and 2016, and he waited until April 2018 to file those returns—along with his return for 2017. A deeper investigation by IRS officials revealed that Teaching Excellence had earned more than $1 million in gross receipts between 2015 and 2017. However, these earnings were not reported in the tax filings Glover submitted for those years.
Authorities also discovered that some of the unreported business income was spent on personal expenses, further compounding the seriousness of the offense. In total, Glover’s failure to report the business income caused an estimated loss of $155,000 in unpaid federal taxes to the U.S. Treasury.
Glover pleaded guilty to making and subscribing false tax returns, a federal offense that carries a maximum sentence of up to three years in prison. While his guilty plea has been entered, sentencing has not yet been scheduled. A federal district court judge will determine the final sentence, factoring in the U.S. Sentencing Guidelines and other legal considerations.
