New Philadelphia, Ohio – The Ohio Department of Transportation (ODOT) has announced the Blaine Hill Arches of Memory Rehabilitation Project, a transformative initiative to restore the historic U.S. Route 40 bridge in Belmont County, Ohio. The project aims to ensure the structural integrity of the bridge while preserving its historical significance, marking a significant step in reconnecting the communities it serves.
Reviving a Historic Connection
Built in 1932, the Blaine Hill Viaduct features four iconic concrete arch spans that have served as a vital connection between the communities of Blaine, Boydsville, Lansing, and Brookside. However, due to severe deterioration—including leaking, cracking, and structural damage—the bridge was closed in 2024, disrupting local connectivity. Rehabilitating this historic structure is not only about restoring transportation links but also about safeguarding a piece of Belmont County’s heritage.
ODOT’s project will involve replacing the bridge’s superstructure while maintaining its historic design. The current width, speed limits, and pedestrian facilities will remain largely unchanged. Advanced materials, including durable concrete sealants and resilient structural elements, will be incorporated to extend the bridge’s lifespan and preserve its architectural integrity.
Design and Timeline
Michael Baker International, a well-regarded design firm, is spearheading the project’s design phase. Although construction is currently slated to begin in 2027, ODOT is working with the design team to expedite the timeline. Funding for the project is already secured, but ODOT has also submitted a grant application to the federal Bridge Investment Program for additional support. This program, part of the Bipartisan Infrastructure Law, could provide further resources to enhance the project’s scope and execution.
Prioritizing Safety and Community Needs
District 11 Deputy Director Tom Corey emphasized ODOT’s commitment to balancing safety with historical preservation. “ODOT prioritizes safety above all else,” Corey said. “We recognize that the closure is inconvenient for those living and working in the area and are making every effort to expedite the project. We want to ensure this work keeps this vital bridge in service to our community for decades to come.”
The rebuilt bridge will meet the demands of local and regional freight and vehicular traffic, ensuring it remains a critical transportation artery. Its restoration is also aligned with broader regional goals to maintain vital infrastructure while respecting historical preservation standards.
Future Impact
The Blaine Hill Bridge Rehabilitation Project is expected to have long-lasting benefits. It will restore essential connectivity for the local communities it serves, promote economic mobility, and preserve a cherished historical landmark for future generations. By blending modern engineering with historic preservation, the project underscores ODOT’s commitment to innovation and community well-being.
As development progresses, ODOT will continue to engage with stakeholders and the public to ensure the project’s successful completion. This effort not only addresses immediate transportation needs but also reinforces the importance of maintaining Ohio’s historic treasures.
