
Dayton, Ohio – The City of Dayton has announced the promotion of Miyah Bayless to lead the Division of Water Supply and Treatment. City Manager Shelley Dickstein shared the news, praising Bayless for her proven leadership and deep expertise within the department.
Overseeing a System That Serves 400,000 People
As the new division manager, Bayless will be responsible for managing the city’s complex water treatment and distribution system, which delivers approximately 23.4 billion gallons of water annually to around 400,000 residents and businesses in Dayton and much of Montgomery County. The division she will now lead includes 121 employees and operates on a 2025 annual budget of $36 million.
Its operations are extensive, covering two water treatment plants, two developed well fields, 16 storage facilities, a lime reclamation facility, and a water quality laboratory.
Bayless brings 15 years of experience within the Department of Water. She joined in 2010 and has held several key roles, including bacteriological chemist, research and control specialist, acting plant manager, and most recently, water treatment technical supervisor, a position she’s held since January 2025.
Her academic credentials include a Bachelor of Science in Chemistry from Bowling Green State University (2003). She also holds two Ohio EPA Class III Water Operator certifications in Water and Wastewater operations.

Bayless’s promotion marks a significant step not only in her career but also in the City’s ongoing investment in experienced professionals to manage its vital infrastructure systems.
