18-month-old girl who was out and about unsupervised died after her mother’s boyfriend struck her with a vehicle and then waited for a while before calling 911; couple arrested

Texas – In a tragic incident in Texas, a 31-year-old mother, identified as M. Ottinger, and her 41-year-old boyfriend, identified as C. Link, have been arrested in connection with the death of Ottinger’s 18-month-old daughter, identified as Cora, who died after being struck by a vehicle operated by Link in the driveway of her home. Ottinger has been charged with child endangerment with serious bodily injury, while Link was detained on outstanding warrants unrelated to the incident. The distressing event unfolded on a Saturday afternoon when the mother, reportedly having dozed off in her car, failed to supervise her young daughter.

The incident occurred in the driveway of a trailer park, where Ottinger and her daughter were inside a parked vehicle. According to Sheriff E. Gonzalez, Ottinger had “passed out” or fallen asleep, during which time little Cora exited the vehicle. It was at this point that Link, arriving in another car, fatally struck the child. Responding to the scene, paramedics pronounced Cora dead on the spot. Adding to the gravity of the situation, it was noted there was a “delay” in calling 911, which has become a significant point of investigation. As per reports, Link didn’t show signs of impairment at the time of the incident.

During the court proceedings, details emerged about the chaotic and unsafe environment Cora was living in. The toddler’s grandparents had previously expressed concerns about her safety due to Ottinger’s history of drug abuse and negligence, which had already led to interventions by child protective services regarding Ottinger’s other children. Ottinger, who has a record of multiple arrests and convictions for drug possession, displayed emotional distress when the charges were discussed in court.

Link’s brother, who is now caring for Link’s sons, expressed his profound regret over the incident. He highlighted the family’s shock and sorrow, emphasizing the preventability of the tragedy and his own efforts to provide a safer environment for the children in his care. Authorities are investigating the exact circumstances leading up to the accident, including the potential influence of substances on Ottinger at the time. The case has brought to light the dire consequences of parental negligence and substance abuse, underscoring the critical need for vigilant child protection and intervention.

The local community and authorities have been shaken by this incident, described by District Attorney S. Teare as “completely preventable.” The case has sparked discussions on the effectiveness of child protection measures and the responsibilities of parents to ensure the safety of their children. The legal proceedings are set to continue, with the court and child protective services deeply involved in determining the best course of action to prevent such tragedies in the future. As the investigation proceeds, the court is tasked with not only addressing the immediate legal implications for Ottinger and Link but also reflecting on broader systemic issues that allow such tragedies to occur. This case serves as a poignant reminder of the critical importance of community vigilance and the role of legal and protective services in safeguarding the most vulnerable.
